Stockton City Employees Association (SCEA) is a non profit employee organization representing roughly 400 full time employees for the City of Stockton. SCEA is recognized by the City as the exclusive bargaining unit for both, Administrative and Clerical, and the Professional and Technical bargaining units. SCEA is a miscellaneous bargaining unit representing employees in 75 different job classifications.
SCEA was first formed in 1980 as a chapter of San Joaquin Public Employees Association (SJPEA). At that time, SJPEA represented over 5,000 public employees in San Joaquin County.
In 1999, when SJPEA dissolved, 475 SCEA members signed petitions to found an independent labor organization representing employees in the City of Stockton. After a secret ballot election conducted by the California State Mediation and Conciliation Service, SCEA was recognized on February 23, 1999.
The Board of Directors for SCEA consists of 13 members representing departments throughout the City. Since 1999 we have been focused on providing quality representation to our members at a resonable cost. We learned a lesson watching the downfall of SJPEA - it's not enough just to collect dues - if you are not able to provide quality representation - you lose the confidence of your members.
